All participants must commit to the three cardinal principles:
- Recognition of Tamils as a nation
- Recognition of the Tamil homeland
- Recognition of the right to self-determination
Any proposal that violates these principles will not be considered.

Accredited Tamil and international journalists covering this historic gathering.

Emerging voices, second-generation leadership, and student groups carrying forward the aspirations for the Tamil nation’s future.
Selection Criteria
Due to space limitations, priority will be given to:
- Democratic Legitimacy: Elected officials and representatives of recognised organisations
- Thimphu Adherence: Commitment to the three cardinal principles
- Expertise: Technical knowledge relevant to framework development
- Representation: Ensuring gender balance, geographic diversity, generational mix
- Commitment to Unity: Willingness to work toward consensus
All participants must affirm commitment to the Thimphu Principles (1985).
